About Health Systems Transformation Platform

The Health Systems Transformation Platform (HSTP) is a not-for-profit organization dedicated to advancing health policy and systems research in India. Our mission is to empower Indian health systems to effectively meet the needs of the population. We achieve this by conducting research focused on health systems redesign, building the capabilities of various stakeholders, and fostering meaningful policy dialogue in collaboration with both Indian and international institutions in the field.

Job Responsibilities:

Strengthening Health Planning in States and Districts

  • Develop tools and frameworks based on a comprehensive desk review of globally existing planning tools for the states to prepare long-term health plans
  • Engage with state health officials and other stakeholders to identify and prioritize specialist services required and preparation of health plans
  • Develop gap assessment checklists/tools and conduct health facility assessments, public health programs, and community health interventions as per standards set by Indian Public Health Standards ‘22, the latest National Health Program guidelines, or any other appropriate frameworks and State Health priorities.
  • Conduct data analysis, develop gap assessment reports, and prepare action plans for the states
  • Work closely with the health financing team at HSTP in undertaking health budget analysis and aid in the preparation of Costed Health Plans.
  • Provide Technical Assistance to states to propose interventions in the annual Program Implementation Plans (PIPs), implement and scale up initiatives that are part of the long-term health plans

Strengthening implementation of Health Financing Interventions in States

  • Strengthening health systems through interventions in the domains of Internal Performance Agreements (IPA)/Results Based Financing (RBF)
  • Support to identify priority areas that can benefit from IPA/RBF interventions and prepare the process indicators and documents for IPA
  • Collaborate with stakeholders to design and establish IPA/RBF frameworks, including performance indicators, targets, payment mechanisms, and incentive structures aligned with program objectives
  • Undertake periodic field visits to districts and blocks to identify implementation challenges for IPA; support the state in making necessary modifications to the IPA/RBF frameworks
  • Monitor the implementation of IPA/RBF initiatives, ensuring compliance with established frameworks and tracking progress against targets
  • Develop a plan of action and strategies to scale up IPA
  • Support the state to undertake capacity building of health facilities, service providers, and implementing partners involved in IPA/RBF programs
  • Assist in the preparation of detailed reports and knowledge products based on the study findings.
  • Disseminate findings to stakeholders and contribute to knowledge sharing.
  • Any other task as assigned by the Team Lead at HSTP.

Qualification:

MPH or equivalent degree with a focus on Health Economics/Health Policy and Planning or Master’s degree in health management/administration from a recognized University/Institute

Preference:

Candidates who possess the above qualifications and have experience working with government entities at the national, state, or district levels will be given preference

Experience/Required skills:

The incumbent should have:

  • A minimum of 5-8 years of experience in the field of Health policy and planning
  • Familiarity with the latest Indian Public Health Standards ’22, Guidelines for preparing NHM Program Implementation Plans, NQAS, and the latest National Health Programs
  • Familiarity/experience of working with health systems in the public sector
  • Experience working with states in the domains of health planning and health financing will be desirable
  • Strong knowledge of health systems, IPA/RBF financing principles, methodologies, health planning, financing, and health service delivery
  • Familiarity with conducting implementation research and drafting research reports and policy briefs
  • Demonstrated ability to work effectively with diverse stakeholders, including government authorities, health facility staff, implementing partners, and communities.
  • Excellent project management skills, including planning, coordination, and monitoring of program activities
  • Strong analytical skills, including the ability to design performance indicators, analyze data, and evaluate program impact
  • Excellent communication and interpersonal skills, including the ability to facilitate workshops, deliver presentations, and write clear and concise reports
  • Proficiency in commonly used packages like Microsoft Office Suite (Word, Excel, and PowerPoint) and Google Workspace
  • Proficiency in statistical and data analysis software (e.g., STATA, SPSS, R) and qualitative analysis tools (e.g., NVivo)

Remuneration: Compensation will be competitive and aligned with industry standards, reflecting the candidate's qualifications and experience

Duration: One-year contract with a possibility of extension

One of our primary focus areas is Health Financing and Planning. As part of our commitment to this area, HSTP is offering an internship opportunity for qualified candidates. This internship is designed to provide current students and public health enthusiasts with the opportunity to work under the guidance of an experienced program lead.

Overview of the Internship Program

HSTP offers a dynamic internship program that provides participants with valuable hands-on experience, guided mentorship, and the opportunity to contribute to transformative projects focused on India's health systems. This program is specifically designed for aspiring public health researchers and professionals who are keen to deepen their expertise in health financing and planning.

The intern will work closely with specialists and team members within the Health Financing and Planning vertical. Their role will involve active engagement in research activities, data analysis, and the development of outputs.

Key Responsibilities:

  • Conduct literature search and background research for specific topics agreed upon by the intern
  • Prepare concept notes/background notes using the literature search
  • Support the development of research proposals, study protocols, and methodologies
  • Assist in data collection, collation, and analysis of data related to health financing
  • Contribute to the development of study reports, research papers, fact sheets, and other knowledge products
  • Help organize stakeholder consultations and workshops on topics identified by the health financing and planning team.
  • Assist in preparing presentations, and relevant materials for meetings and consultations
  • Perform any other tasks as directed by the Health Financing specialist/team members

Qualification and Experience

  • Currently pursuing or recently completed a Master’s degree in Public Health, Health Economics, Health Policy and Planning, Health Management or a related field
  • Strong analytical and research skills, with the ability to interpret complex data
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)
  • Preferred experience with statistical analysis software (e.g., STATA, SPSS, R) and qualitative analysis tools (e.g., NVivo) is preferred
  • Excellent written and verbal communication skills
  • Ability to work independently and collaboratively as part of a team
  • Strong organizational and time management skills

Position Overview:

HSTP seeks to recruit a Young Professional in Health Financing and Planning to contribute to the development and implementation of health financing strategies in its intervention states. This role involves conducting research, learning new methodologies and analytics in health financing and planning, analyzing data, and contributing to policy recommendations to improve the efficiency and effectiveness of health financing systems in India. The Young Professional will be integral to developing comprehensive, need-based planning and budgeting strategies and assist in the creation of detailed costed plans aimed at optimizing the utilization of resources for health.

Job Responsibilities:

  • Contribute to the design, planning, and implementation of research studies focussing on health financing and planning including assessment of state health budgets, comparative analysis of Internal Performance Agreements (IPA) in implementing and non-implementing facilities, and the development of need-based health action plans for strengthening secondary care services
  • Identify key health financing issues that necessitate extensive research and conduct comprehensive literature searches, reviews, and data analysis to inform HSTP’s strategic engagement efforts and develop research articles for publication in journals or study reports
  • Assist in developing concept notes, research proposals, and research protocols
  • Conduct data analysis using statistical tools to generate evidence around key research topics, informing policy decisions
  • Create data visualizations, tables, and charts to effectively present research findings
  • Assist in the drafting of research reports, policy briefs, articles, and technical documents
  • Assist in preparing presentations, posters, and other materials for consultations and meetings
  • Support the organization of workshops, seminars, and webinars to disseminate research outcomes to a wider audience
  • Support the development of training materials and tools for capacity building of health planners and financial managers
  • Identify and engage with government agencies, non-governmental organizations, and international organizations for collaboration
  • Participate in meetings, workshops, and conferences related to health financing and planning
  • Undertake other responsibilities as required by HSTP and in agreement with the Chief Executive Officer, ensuring flexibility in meeting organizational needs

Qualification and Experience:

Education:

  • Master’s degree in health economics/public health/health policy and planning or health management/health administration from a recognized University or Institute
  • Researchers who have submitted their PhD in any of the above disciplines and are keen to establish their career in Health Financing are also encouraged to apply

Experience:

  • Minimum of 1-2 years of relevant experience in health financing, health economics, or health systems and policy research
  • Experience with data collection, data management, data analysis, and statistical analysis techniques including health financing models is preferred

Skills:

  • Strong analytical and research skills with the ability to interpret complex data
