The Ministry of Health and Family Welfare (MoHFW), under Ayushman Bharat, launched a technology-driven noncommunicable disease (NCD) screening program to prevent common disease-related deaths and improve public health. Tata Trusts was onboarded as the implementation partner, responsible for providing technology and ground support. Tata Trusts partnered with Dell Technologies, through their CSR initiative, to develop the Digital Lifecare NCD cloud platform for recording and monitoring population data at district, state, and national levels. In 2020-2021, Dell provided a grant of INR 1.26 Cr to Tata Trusts to fund the Level 2 (L2) technical support unit responsible for IT operations.
Goodera assessed the impact of the L2 unit and this report documents the evaluation of the L2 technical support unit’s impact on the Digital Lifecare NCD platform, implemented under the Ayushman Bharat NCD screening program by the Ministry of Health and Family Welfare (MoHFW). Tata Trusts, in partnership with Dell Technologies, developed this platform for data recording and monitoring. The L2 unit, funded by a Dell grant, was responsible for resolving technical issues encountered by end users.
The report is based on a qualitative assessment carried out by the Goodera team, including 9 Key Informant Interviews (KIIs) with L2 unit members and stakeholders. It details the L2 unit’s efficient resolution of medium- to high-complexity issues, contributing significantly to the program’s success. Additionally, the report highlights key challenges such as talent retention and small team size, providing recommendations to address these issues and ensure the smooth operation of the Digital Lifecare platform.
However, challenges identified include difficulty in hiring and retaining talent in the L2 unit and the small team size, which increased work pressure on existing members. The report recommends strategies to address these challenges, such as improving recruitment efforts and expanding the team size to alleviate workload. Despite these hurdles, the L2 unit’s performance was pivotal in the success of the Digital Lifecare NCD platform.
