The workshop on measuring health systems performance aimed at enhancing the capacities of Indian researchers. In collaboration with the Harvard School of Public Health and Indian experts in the field, the workshop was organized to enhance the understanding of measuring the performance of the Indian/state health system focused on recent policy commitments related to healthcare financing (raising government health expenditures, strategic purchasing, reducing catastrophic out of pocket health expenditures through Ayushman Bharat, free drugs and diagnostics initiatives etc.)
The report synthesizes insights from Health Accounts, offering a systematic overview of fund flows and financing indicators in healthcare. Drawing from Indian Health Accounts and Odisha state data, it informs policy decisions, monitoring progress on SDGs, national health policy, and Ayushman Bharat.
Challenges in data availability, quality, and interpretation were discussed, emphasizing the need for improved methodologies. Additionally, measuring access, equity, and quality poses conceptual and practical hurdles, requiring nuanced approaches such as qualitative research, especially in remote or tribal areas like the Sundarbans.
Financial risk protection, particularly concerning out-of-pocket payments and their impact, was scrutinized, highlighting the need for comprehensive methodologies to capture segments excluded from traditional analyses.
Evaluation methodologies for health programs were also deliberated, advocating for mixed methods approaches and contextualized designs tailored to the complexities of Indian states.
