The cornerstone of operationalizing healthcare services within any nation's health systems lies in its human resources, encompassing physicians, nursing practitioners, pharmacists, midwives, allied health professionals, community health workers, social service providers, and health activists. India faces multiple challenges in establishing well-defined Human Resource Development (HRD) policies for rational planning, deployment, career progression, retention, and professional development within the health workforce.
At HSTP, the Human Resources for Health vertical is committed to strengthening the HRH policy with the supporting States, facilitating the availability and accessibility of quality HRH aligned with IPHS norms. We collaborate with the State Health Departments of Meghalaya, Chhattisgarh, Karnataka, Madhya Pradesh, and Odisha to strengthen HRH through initiatives that ensure policy implementation, adherence to quality standards, competency enhancement, and leadership development. HSTP also advocates for establishing the Public Health Management Cadre, as the National Health Policy 2017 recommended.
We have supported the Government of Meghalaya in developing and finalizing the Specialist and Public Health Cadre policy and drafting the Transfer and Posting policy, developed a list of competencies and competencies assessment tools required for in-service primary health care HRH viz., Community Health Officers, Medical Laboratory Technologists, and Pharmacists, developed Competency-based learning modules for in-service primary health care HRH and a curriculum for training state medical officers in leadership roles and mentoring two cohorts for the state of Odisha. Competency training for Pharmacists and Medical Laboratory Technologists.
The vertical is currently developing a Competency-based training module for CHOs -an MoU has been signed with IIT Calcutta to provide leadership training for in-service medical officers. We are contextualizing modules for public health functions, advocating to develop its Specialist/Public Health Cadre Policy, Posting/Transfer Policy, and Induction Training Policy for Chhattisgarh and Karnataka.
